What is the role of Taproot in Ordinal?

From my understanding, in Ordinal, the inscription is achieved by attaching data in the witness when unlocking a specific sat. The existing method utilizes Taproot, which entails a two-phase commit-reveal process. However, I wonder if it would be simpler to directly attach the data in the witness when spending a specific sat? Since this approach seems to require only one phase.
