G20 Places Digital Assets Within Its Global Growth Agenda

Finance ministers and central bank governors from the Group of 20 backed clearer regulatory pathways for digital assets at their Aug. 31-Sept. 1 meeting in Asheville, North Carolina. The G20 Chair’s Statement listed digital assets among the U.S. presidency’s priorities for 2026, alongside sovereign debt, financial literacy, and global imbalances.

G20 officials stated:

“We recognize the transformative role that digital financial innovation, including digital assets, can play in supporting broad-based economic growth and the key role of the private sector in driving this innovation.”

The latest position expands the G20’s existing digital asset agenda by connecting regulatory clarity more directly with economic growth and private-sector development. A November 2025 declaration supported coordinated oversight of crypto assets, stablecoins, and decentralized finance while emphasizing responsible innovation and action against illicit finance. The Sept. 1 statement gives digital assets a more explicit place within financial modernization, although its commitments provide political direction rather than binding national rules.

Clearer pathways could reduce fragmented treatment that raises compliance costs and allows comparable digital asset activities to face different requirements across jurisdictions. An October 2025 Financial Stability Board (FSB) review found that countries had advanced crypto asset regulation but made less progress on global stablecoin arrangements. The FSB warned that inconsistent implementation could enable regulatory arbitrage, complicate cross-border supervision, and weaken the development of a resilient digital asset ecosystem.

Stablecoins and Cross-Border Payments Move Higher on Agenda

The statement places global stablecoins among the next areas of international regulatory scrutiny as their use expands across trading, settlement, and payments. G20 officials expect an FSB summary examining cross-border implications, available data sources, and remaining information challenges involving global stablecoin arrangements. Bank for International Settlements (BIS) General Manager Pablo Hernández de Cos put the global stablecoin market near $315 billion in early April, cautioning that divergent national rules could bring severe fragmentation or harmful regulatory arbitrage.

Stablecoins are digital assets designed to maintain a steady value by tracking another asset, most commonly the U.S. dollar. Alongside stronger oversight, G20 officials called for longer operating hours at large-value payment systems, adoption of the harmonized ISO 20022 data model, and easier cross-border transmission of financial services data under applicable security and legal requirements.

FATF Enforcement Adds a Stronger Compliance Counterweight

Growth-oriented language is paired with demands for more effective anti-money laundering supervision across virtual asset markets. A July Financial Action Task Force (FATF) assessment found that 34% of 149 assessed jurisdictions were largely compliant with Recommendation 15, the global standard covering virtual assets and service providers. Another 43% were partially compliant, 22% were noncompliant, and only one jurisdiction had achieved full compliance.

The G20 urged the FATF to prioritize jurisdictions with significant virtual asset activity and ensure they effectively implement existing standards. An earlier FATF compliance push emphasized licensing, registration, supervision, the Travel Rule, and international cooperation. The Asheville statement also highlighted scam compounds, fraudsters’ exploitation of artificial intelligence, and faster public-private information sharing as enforcement priorities ahead of FATF’s planned Learning and Development Forum in Dallas later this year.

The Chair’s Statement pledged:

“We commit to advancing responsible and effective regulatory and supervisory frameworks that preserve financial stability, support economic growth, and establish clear pathways for sound digital financial and digital assets innovation, while considering cross-border opportunities and challenges as appropriate.”
