Bitcoin nodes usually connect through 8333, but this setting can be changed in parameters. Nobody (except of owner of that node) can give you the full and correct answer to your question why he uses non-standard port and specific user-agent string. May be it is some kind of test version with future improvements. There is no risk for you and network consensus.
