Prosecutors Allege Crypto Payments Completed Murder-for-Hire Scheme

The U.S. Department of Justice (DOJ) announced the arrest of the Moneyflip CEO over an alleged murder-for-hire plot on July 30. Marcos Arturo Kleiman Tronllan, CEO of Moneyflip LLC, was arrested in Miami after a criminal complaint alleged he hired undercover agents posing as hitmen to kidnap and kill a Mexican businessman over an unpaid debt. The U.S. Attorney’s Office for the Southern District of California identified Moneyflip as a registered money services business offering cross-border currency exchange services.

According to the complaint, investigators initially identified Kleiman during an ongoing probe into money exchange businesses operating near the U.S.-Mexico border, where authorities suspected he used his business to evade Bank Secrecy Act reporting requirements and launder proceeds from drug trafficking through cross-border currency transactions.

Court documents allege undercover Homeland Security Investigations agents contacted Kleiman in February seeking to exchange U.S. dollars represented as drug proceeds into cryptocurrency. The DOJ stated:

“Kleiman converted approximately $750,000 of United States currency into cryptocurrency and caused the transmission of those crypto coins into an undercover federal agent’s wallet. Kleiman charged a 10 percent fee.”

Prosecutors further allege Kleiman agreed to pay $40,000 to kidnap and kill a businessman, delivering two separate $5,000 cash deposits before undercover agents presented fabricated photographs and a video showing the supposed victim dead. Authorities contend Kleiman then completed the arrangement with another cash payment and a USDT transfer into an undercover cryptocurrency wallet.

Kleiman faces one count of murder-for-hire under 18 U.S.C. § 1958(a), which carries a maximum penalty of 10 years in prison and a $250,000 fine if convicted.

Money Services Businesses Face Federal Crypto Compliance Rules

Federal anti-money laundering regulations treat many businesses exchanging or transmitting convertible virtual currency as money transmitters subject to the Bank Secrecy Act, requiring registration, customer identification measures, and suspicious activity reporting. FinCEN guidance has applied those obligations for more than a decade, while the agency also maintains a public registry of money services businesses and related regulatory guidance.

Growing law enforcement scrutiny increasingly connects cryptocurrency transactions with violent crime, fraud, sanctions evasion, and money laundering investigations. Blockchain records can supplement traditional financial evidence by showing transfers between wallets, while FinCEN’s money services business registry allows users to confirm whether a company has registered as a money services business without establishing that the government endorses its activities.

Earlier Cases Show Crypto’s Role in Violent-Crime Investigations

Cryptocurrency has appeared in other murder-for-hire prosecutions involving online communications, concealed payments, and undercover operations. One defendant received a nine-year prison sentence after using bitcoin to fund a crypto-funded murder-for-hire scheme, while another prosecution involved a bitcoin-funded dark web murder plot, demonstrating how digital payments can become evidence in cases centered on planned violence.

Blockchain tracing has also supported homicide investigations and international asset freezes involving stablecoins. Transaction records helped connect cryptocurrency activity to murder convictions linked through blockchain tracing, while Kenyan investigators froze $751,853 in USDT during a Binance wallet probe that led to a USDT freeze, illustrating how wallet movements can remain visible across borders despite efforts to conceal ownership or payment purposes.

The DOJ stated:

“Kleiman delivered a $5,000 cash payment to the undercover agents and transmitted approximately 25,000 USDT into an undercover cryptocurrency wallet as the final payments for the victim’s murder.”
