The Trade

Onchain analytics firm Lookonchain flagged the wallet, labeled 0x4553, and the accounting turned out to be unusually clean, with the whale swapping 512 WBTC valued at $38.64 million and 354 cbBTC valued at $26.73 million, taking 26,924 ETH worth $64.57 million on the other side.

That is 866 bitcoin gone in a single sitting, something Chinese onchain analyst EmberCN logged independently, pricing the ether leg at $2,430 a coin.

The swap roughly took place during the late morning U.S. session on Sept. 15, roughly three hours before the Senate vote that shook up the market.

Then Came the Vote

The U.S. Senate blocked the CLARITY Act on a 49-50 cloture vote, 11 short of the 60 needed to open debate on crypto market structure, with no Democrats voting to proceed.

The reaction was immediate as bitcoin broke below $75,000 for the first time since Aug. 20, and roughly $289 million in leveraged positions were wiped out in the hour around the vote, about 91% of them longs. The 24-hour tally reached $771.82 million across more than 120,000 traders.

Bitcoin trades near $75,950 at the time of writing, down 2.2% on the day, with ether at $2,403 after a 3.6% slide. The whale’s exit did not catch the exact top, but it cleared the position before the flush.

Whether that was a read on Washington or ordinary portfolio housekeeping, the wallet is not carrying 866 bitcoin through this week.

The Ratio Is the Real Signal

Divide ether’s price by bitcoin’s and the trade makes more sense than a simple risk-off call. The ETH/BTC ratio sits around 0.0317, and ether has gained more than 32% against bitcoin since its June low near 0.02525, breaking a descending channel that had held since August 2025.

Resistance now sits at 0.03213, the 0.382 Fibonacci retracement of the decline from 0.04327, with 0.03426 the next barrier above it. Clear those and a decade-long downtrend is genuinely over.

Fail and the breakout gets reclassified as a retest.

This whale is not alone in that positioning, as Bitcoin.com News reported on a $2.7 billion whale sell-off that fed the same ether rotation, and ether exchange-traded funds (ETFs) pulled in $216 million while bitcoin ETFs extended an outflow streak.

The flow data, however, has gone the other way, as bitcoin ETFs shed $450.4 million on Sept. 15, led by Fidelity’s FBTC at -$214.8 million and Blackrock’s IBIT at -$161.7 million, while ether ETFs lost $142.3 million of their own.

What It Doesn’t Prove

A single address, however large, is a data point rather than a trend. The same month produced whales moving the other way, including the mystery seller who offloaded 167,855 ETH worth $408 million into exchanges.

It is also worth noting what the legislative failure did not change. Both assets are already treated as digital commodities under the joint interpretation the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) issued in March, so neither gains a regulatory edge from the CLARITY Act’s collapse.

This leaves the chart where bitcoin’s price is defending a band it has tested repeatedly this month, and the ratio is sitting on the line that decides whether this whale looks early or merely lucky.
