No. Seeing a coin on the blockchain means it was sent to the correct address, but the recovery depends on who (if anyone at all) has access to the private key guarding the access.
The internet is rife with horror stories where people lost access to their private keys/seeds. All those coins are visible on the blockchain but they are immovable.
