How do I configure or tweak Bitcoin Core / Knots / btcd to filter out transactions larger than 400 bytes?

Is there a way to configure or tweak Bitcoin Core, or Bitcoin Knots, or btcd in order to filter out transactions larger than a set size in bytes or vbytes?
I have not found anything in bitcoin.conf. I’ve been tweaking policy.go in order to filter out some transactions from btcd’s mempool. I am interested in tweaking one of those clients so that transactions larger than 400 bytes are not in my mempool.
