Bridging the Deposit Gap

Ireland will exclude high-risk financial products, including crypto assets and derivatives, from its new state-backed savings and investment scheme, officials said.

According to a local report, the retail investment initiative, unveiled by Deputy Prime Minister and Minister for Finance Simon Harris, is designed to encourage Irish households to shift billions of dollars out of low-interest cash deposits and into traditional capital markets.

The initiative aims to address a long-standing pattern among Irish savers. Irish households hold an estimated $197 billion in bank deposits, with cash accounting for roughly 38% of household financial assets — well above the European Union (EU) average of 30%. Direct retail participation in listed equities and financial markets stands at 2.3%, compared with the EU average of 7.5%.

Modeled in part on Sweden’s Investeringssparkonto tax-advantaged system, the proposed scheme will allow tax residents 18 and older to hold eligible investments — such as exchange-traded funds, listed shares and corporate bonds — under a simplified tax structure.

The scheme will replace the country’s standard 33% capital gains tax rate and 41% fund exit tax with a flat annual levy above a tax-free threshold. It also waives Ireland’s controversial “deemed disposal” rule for assets held within the account. Operational details are expected alongside the national budget in October, with accounts set to launch in 2027.

“Irish people are good at saving, but we have comparatively low levels of direct retail investment,” Harris said in a statement. “Capital markets should not feel remote or like something that is only for people with significant wealth. The investment account is about giving people another practical option.”

Broad Security Push Targeting Digital Assets

The explicit exclusion of crypto assets aligns with Ireland’s increasingly restrictive stance toward digital currencies, driven by financial stability concerns and national anti-money laundering directives.

Earlier this month, the Department of Finance launched Ireland’s first National Anti-Money Laundering Strategy through 2030, placing digital assets and offshore financial flows at the center of state enforcement. The multi-agency strategy introduces regulatory rules for registered crypto-asset service providers, requiring enhanced identity checks and verification procedures for transfers involving self-hosted, or private, crypto wallets.

Under the framework, transfers exceeding $1,150 to or from unhosted addresses require regulated providers to verify ownership of the external wallet. Receiving intermediaries must also deploy automatic controls to detect incomplete transaction metadata, giving authorities the power to freeze or return noncompliant transfers.

The strategy incorporates EU rules, including the Markets in Crypto-Assets (MiCA) regulation and the EU Transfer of Funds Regulation, ahead of a Financial Action Task Force peer review scheduled for 2026. The plan mandates that gambling operators establish strict “source of funds” verification protocols for crypto-related transactions by 2027.

By excluding digital tokens from state-supported investment accounts while tightening compliance protocols around private crypto transfers, Irish financial authorities are signaling a policy divide: expanding retail access to traditional regulated securities while ring-fencing speculative digital assets behind anti-financial crime safeguards.
